Can ringneck snakes eat boxelder bugs?

No, they are not insect eaters. I'm assuming you caught it, in which case you should let it go since they make poor pets and usually die in captivity. In the wild, their main food source is small salamanders and baby snakes. You might be able to get it to eat worms, but forget about ants and other insects.
