Stuffy nose and other things?

I'm not sick but after being outside my nose is all of a sudden stuffy and my sinuses ache. I also have these little mini pus sack like things on my skin, not white heads. I'm also itchy and there's a break out of small red spots on my right arm only. I also feel groggy too. Is this anything? I've had those red spots for a few days along with the little pus sacks.
